Can I Use SNAP or TANF to Buy Diapers?

SNAP does not cover diapers

SNAP, still called food stamps by many, pays for food and nothing else. Federal rules classify diapers as a non-food item, so they are excluded, along with wipes and other household supplies (USDA Food and Nutrition Service, 2026). You can use SNAP for baby food and formula, but not for what goes on the other end.

TANF cash assistance can

TANF, Temporary Assistance for Needy Families, is different. It loads cash onto an EBT account for general living needs, and diapers count (National Diaper Bank Network, 2026). The catch is reach. Nationwide, only about 23 percent of families living below the poverty line receive TANF cash (National Diaper Bank Network, 2026). Some states go further and use TANF dollars to fund diaper banks or hand out diaper stipends. Ask your state human services office what your TANF benefit covers and how diaper help works where you live.

WIC does not cover diapers either

One more that surprises people

If your child is enrolled in an Early Head Start or Head Start center program, the center provides diapers while your child is there (National Diaper Bank Network, 2026). That is diapers you do not have to buy for those hours.
