Is There WIC Overseas for Military Families?

Yes. It is called the WIC Overseas Program, and it is built for military families stationed outside the United States. If you are moving OCONUS, you do not lose WIC. You switch to the overseas version, and if you already had WIC stateside, you do not have to requalify. Here is how it works.

What the WIC Overseas Program is

The WIC Overseas Program is a Department of Defense program, co-managed with the commissary agency, that brings WIC to families stationed abroad. It is not a TRICARE or medical benefit, and not welfare. It is a quality-of-life program. Instead of the stateside EBT card, you receive benefits redeemable at overseas commissaries and Navy exchange markets. The program is modernizing to an electronic card, eWIC, which rolled out across the U.K. and Europe in late October 2025 and Korea and Japan in November 2025.

Who qualifies

Eligibility is based on income, family size, and nutritional need, the same core factors as stateside WIC. It covers pregnant and postpartum mothers, and infants and children through the month they turn 5. Many military families qualify, including at higher ranks, because BAH is often excluded from the income count. If you were on WIC before you moved, you keep your eligibility, so you do not requalify. You do need to contact your local WIC Overseas office to switch over.

How to get started

Contact the WIC Overseas office at your new installation, usually through the Fleet and Family Support Center or the medical facility. Find it with the Military OneSource Installation Locator. A counselor certifies you and issues your benefits, typically covering a few months at a time. You will get an approved food list showing exactly what each benefit covers.

Coming back stateside

When you rotate back to the U.S., do the same thing in reverse. Before you leave your overseas post, ask for a Verification of Certification (VOC) and bring it to your new WIC office stateside so your benefits continue without a gap.

Where diapers fit

WIC does not buy diapers overseas any more than it does stateside. But OCONUS, where your shopping runs through the commissary and exchange, protecting your food budget with WIC frees up money for diapers, which you will also be buying on base.
